Estonia Startup Visa
Estonia's Startup Visa is not a single visa type — it is a facilitation pathway for non-EU/EEA/Swiss founders whose company has been evaluated and approved by the Startup Estonia Committee as a qualifying startup: technology-based, scalable, and demonstrating at least a minimum viable product. Approval leads to either a 12-month D-visa or a Temporary Residence Permit for Entrepreneurship (up to 5 years). It is distinct from e-Residency (no relocation required) and the Digital Nomad Visa (for remote workers, not startup founders).

Application process
- 01
Submit the startup concept online to the Startup Committee (Startup Estonia) for evaluation: business plan, product/technology description, scalability case.

Committee decision typically within 10 business days.

If approved, receive a Startup Code / endorsement letter — required before applying for the D-visa or Temporary Residence Permit.

Apply for the D-visa (12 months) or TRP (up to 5 years) at an Estonian embassy or consulate using the Startup Code.
Qualification bar
Must be technology-based with high scalability potential — not a local service business, consulting practice, or agency model. At least an MVP, prototype, or early user feedback expected. Simple lifestyle businesses do not qualify.
Tax treatment
Estonia applies 0% corporate tax on retained and reinvested earnings — companies are taxed only when profits are distributed (22% rate in 2026).
Path to permanent residency and citizenship
TRP for Entrepreneurship can progress toward permanent residency and eventually Estonian citizenship under standard naturalization rules (approximately 8 years total under current guidance).
Family inclusion
Spouse and minor children may be included in the Temporary Residence Permit for Entrepreneurship application.
